In 2017, California’s Childcare Resource and Referral Network found that 77% of children 0-12 with working parents could not find an available opening in a licensed childcare facility. Parents needing care in order to work enter the unlicensed and unregulated market of nannies to secure care.

According to a 2016 study by the UCLA Labor Center, California families hired 380,000 nannies. Unlike the stigma that only wealthy families hire nannies, 44% of California families hiring nannies had incomes lower than $50,000 and 42% paid less than minimum wage.
